the standard rule is usually if you haven't got them, you ride at the back. I wouldn't have thought we need to enforce mudguards exactly as most club riders realise that it's as much for them as the other riders in the group. It's just courteous more than anything else.
I ride with them but try and make it even simpler by not riding in the rain!! ;-)
